It is widely accepted that democracy promotes peace
among nations, reduces the abuse of power and encourages societies to live in
harmony. Upholding human rights undeniably fosters democratic security.
This is the main theme of the second annual report
by the Council of Europe Secretary General Thorbjørn Jagland, “State of Democracy ,
Human Rights and the Rule of Law in Europe - A shared responsibility for
democratic security in Europe ”.
It compares democratic practices in European countries
identifying judicial weaknesses and media freedom as the major areas of concern.
To address them, the report suggests concrete follow-up actions, including
training for legal professionals and programmes on the safety of journalists.
